A Deeded Community

Royal Hills is a deeded community governed by a five-member Board of Directors elected by the homeowners. Together with our property management company, the Board works to maintain and enhance our beautiful neighborhood.

We encourage all residents to stay informed by checking our community bulletin board at the entrance of Royal Hills Boulevard, as well as visiting the News and Calendar sections of this website regularly.

Important Notice

Parking Concerns

Parking on Royal Hills Boulevard, especially near school drop-off areas, is creating hazards for residents entering and leaving the community. Parking here is illegal, as posted by the City of Winter Haven.

  • Do not block neighbors' driveways — be considerate of entry and exit access
  • No parking on grass — violates city ordinance and community bylaws
  • Obey posted speed limits within the community
Enforcement

Personal Trailers Policy

Personal trailers have been found illegally parked on streets, front lawns, and driveways. Both community bylaws and City of Winter Haven ordinances prohibit this.

  • Trailers cannot be parked on streets, driveways, or front property areas
  • Storage must be in garages, alongside houses, or behind houses
  • Leading edge must be behind the front plane edge of the home
  • Overnight street storage is forbidden without written permission

Non-compliant cases are being forwarded to Winter Haven City Code Enforcement.

Reminders

Trash & Recycling

Please remember the following guidelines for trash and recycling pickup:

  • Pickup occurs on Fridays only
  • Set out cans after 6 PM the evening before pickup
  • Cans must be returned by 6 PM on trash day
  • Place recyclables loose — no plastic bags

Bulk Trash: Winter Haven has discontinued free weekly bulk pickup. You must call to schedule large item removal — fees may apply. Do not place items curbside before receiving a pickup date, or you may receive a code violation. Visit MyWinterHaven.com for details.

Board Update

January 2025 Board Elections

The 2025 Annual Board Elections were held on January 16, 2025, at the Rock Church. Michael W. Phillips, Cathy Hazzard, and Dennis Baird were reelected. Nick A. Correa and Rushelle Sasha Gray were newly elected to fill two vacated seats.

We encourage all homeowners to attend and participate in community meetings when scheduled — as a homeowner, you have a stake in the community's direction.

Property

Property Modifications

You must submit an Architectural Review Application to Garrison Property Services and receive board approval before making any exterior changes — including painting, window replacement, roofing, fencing, sheds, additions, and landscaping changes.

Important: Board approval is required before obtaining city building permits. Unapproved changes may result in fines, legal action, or required removal.

Forms are available on the Garrison Property Services website. Contact the Davenport office at (863) 353-2558 (press "2") if you need login credentials or assistance.

School Is Back — Watch for Children

Please drive carefully and watch for children, especially during school drop-off and pick-up times. The safety of our community's youngest residents depends on all of us.
